Mr. LAHOOD introduced the following bill; which was referred to the Committee on Transportation and Infrastructure

 


A BILL

To direct the Administrator of the Federal Aviation Administration to implement reforms to the Liaison and Familiarization Training Program.

 

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

 

SECTION 1. REFORM OF FAA LIAISON AND FAMILIARIZATION TRAINING PROGRAM.

 

    (a) TRAVEL PROHIBITIONS- The Administrator of the Federal Aviation Administration shall implement reforms to the Liaison and Familiarization Training Program in order to prohibit travel by employees of the Federal Aviation Administration under the program that--

 

      (1) involves travel on leave days or days off;

 

      (2) involves scheduled leave days off between an outgoing flight and a return flight unless the Administrator (or the Administrator's designee) determines in writing that the leave is for a legitimate training purpose and will not create an appearance of impropriety; or

 

      (3) involves foreign overseas travel for any employee in a facility that does not regulate oceanic airspace.

 

    (b) APPROVAL OF FLIGHTS- In addition to the reforms required under subsection (a), the Administrator shall implement appropriate controls under the Liaison and Familiarization Training program to ensure that each flight under the program is approved prior to the flight by supervisory personnel and that such approval is granted only if the supervisor determines that the flight meets the training needs of the Federal Aviation Administration.

 

    (c) REPORT- Not later than 30 days after the date of enactment of this section, the Administrator shall transmit to Congress a report on reforms implemented by the Administrator under this section.
