NATIONAL LEGISLATIVE COMMITTEE
3rd Quarter Meeting
September 3-4, 1998
Seattle, Washington

Present: Alan Clendenin, National Legislative Chairman; Chris Boughn, Eastern Region; John Fitzgerald, New England Region; David Benedetto, Southwest Region; David Caldwell, Western Pacific; Randy Weiland, Southern Region, Richard Ulmes, Great Lakes Region; Ken Montoya, National Office.

Absent: Rob Stephenson, Alaskan Region; Steve Fletcher Northwest Mountain; Dustin Miller, Central.

  1. PAC Distribution and Information Issues:

The committee discussed the need to be included on information concerning PAC contributions and Campaign Fund Raising Activities.

  1. Ken said he would e-mail fund raising schedule to Alan for dissemination to the committee.
  2. Ken briefed on congressional campaign priorities for PAC funds.
    1. Money to friendly members on key congressional committees.
    2. Money to friendly members with better than 50/50 chance of winning.

2. Vouchers and Air Fare Restrictions:

  1. Alan stressed the importance of filling out vouchers correctly. All vouchers must have original receipts. Alan requests that all receipts be taped to a plain piece of paper and a detailed explanation of the expenses should be written next to the original receipt.
  2. Air Fare restrictions, Cap ticket prices at $350, any higher needs to be approved by Alan.

3. FAM Program:

Ken gave short brief on status of FAM program. New contract retains 93 language. Legally it will take 3-5 years to resolve in court. The committee discussed if any legislative action should be taken at this time. Ken stated none is necessary at this time.

4. Fourth Quarter Meeting:

The fourth quarter meeting will be held in Southeast Florida during the week of November 15, 1998. The committee will invite Mike McNally, Randy Switz, Ken Montoya and Stacy Trigler.

  1. PageMart:

Adell Humphreys briefed the committee on the new system in the National Office.

    1. The system will be accessible by either a 202 area code number or a 1-800 number.
    2. System limitations, the system has only 24 lines, this could cause users to receive busy signals during peak message traffic.
    3. The system will allow Randy Weiland to use a local paging company for access.
    4. SkyTel pagers will be turned off on October 1.
  1. Training Needs:
  2. Regional Committees should try to hold biannual meetings to perform training. The National Legislative Committee and the National Legislative Affairs Department will submit a budget to sponsor a national training session of all regional legislative committee members during the week on February 21, 1999. We are planing a two day session. Details will be disseminated later in the year after the NEB finalizes the 1999 budget request. Committee members should explore different avenues for training. One would be affiliation with State AFL-CIO organizations. Many of these organizations have training programs available. Several members of the NLC voiced interest in the availability of a time management class.

  3. NATCA in Washington 1999:

NATCA in Washington will be held May 9-12, 1999 at the Capital Hyatt in Washington DC. The committee held a brainstorming session on ideas for the session in Washington. The following is a list of ideas.

    1. Breakout sessions for first timers.
    2. Additional sessions for lobbying.
    3. Training sessions with panels for question and answers with Congressman, congressional aids and or members of the AFL-CIO.
    4. Prioritize lobbying issues.
    1. National issues.
    2. Local issues.

Randy Weiland, Rich Ulmes and John Fitzgerald will meet in Washington monthly to make arraignments for speakers and panel members

8. Legislative Points of Contact

The committee discussed the need for consistency in our training and documents. We will now refer to facility legislative points of contacts as "Facility Legislative Representatives" (FLR).

9. PAC Table and Convention duties

Alan distributed a list of PAC table, sergeant of arms, and timekeeper assignments for non-delegates to the convention.
