NATCA in Washington 1999, The Next Step
Ad-Hoc Meeting
October 8,9, 1998
Washington, DC
Present: Alan Clendenin, National Legislative Chairman; Richard Ulmes, Great Lakes Region; Stacy Trigler, National Office.
The ad-hoc team met in the national office to begin the planning stages for NATCA in Washington, 99.
The team began by identifying the objective for next year’s event. The following is a list of bullets that the team identified; Organization- working together and team work, Issue education- information on how we fit/work with the AFL-CIO, Current affairs- how the new Congress impacts our bargaining unit and labor, and What’s next?
There was much discussion about NATCA’s direction and the opportunities that are available to us. It was decided that NATCA in Washington 99 would be "The Next Step".
The following is the tentative schedule:

NLC arrives

8:00-4:00 p.m. NLC meeting

Participants arrive

7-11 p.m. Welcome reception
Monday May 10th
7:30 a.m. Continental breakfast
8:00 a.m. First Timer session
Mandatory class for the first timers.
9:00 a.m. Opening remarks
9:15 a.m. "Challenges facing the air traffic control system"
Panel discussion. The plan is to invite a Democrat and Republican member of the Senate and House aviation sub-committees, Jane Garvey and Mike McNally to discuss issues facing air traffic control and our work force. We may need to use existing constituent contacts to secure commitments for members and Senators. We would attempt to make this a media event.
11:15 a.m. Break
11:30 a.m. Current Affairs
Ken Montoya, Stacy Trigler, NLC members. Basic run down on the issues that we are working. Potential issues include; FAM program, 20-year retirement, and MSPB.
12:30 p.m. Lunch
Participants will be asked to invite their newly elected freshman member of Congress to attend.
2:00 p.m. Legislative Challenge
We will divide into teams for a trivia challenge. We will disseminate information on the sources of the questions with the notification letter. Each team (larger regions and combined small regions) will compete against one another for prizes. Topics that may be covered are; identify members of the aviation sub-committees, picture identification, legislative process questions, internal NATCA legislative questions, PAC questions, resource questions.

7:00 p.m. Regional dinners-
NLC member must arrange for a location and time.
Tuesday May 11th
8:00 a.m. Invited guest/NEB/NLC/ speakers breakfast
8:00 a.m. Continental breakfast for the participants
9:00 a.m. Panel discussion
AFL-CIO and other labor groups to provide information and perspective on their issue and to identify common ground. We plan on inviting; Ed Witkin, AFL-CIO, Joe Deutch, AFA, Abby Bernstien, PASS, Fred Nesbit, IAFF, Beth Moten, AFGE, George Gould, NALC. We anticipate that the discussion would include; official time attacks aviation lobby efforts, retirement issues, and benefit issues. Stacy will send out invitations.
11:00 a.m. Regional Break outs
Time to prepare regional members to meet with their representatives.
12:00 p.m. Lunch with VIP speaker
Stacy will send out invitations to our "wish" list.
2:00 p.m. Congressional Appointments
All appointments must be after 2:00 p.m.
5:00 p.m. Reception at the U.S. Capitol
Participants will be asked to invite their Representative Senators, and staff.
