National Legislative Committee

4th Quarter Meeting

November 26-28, 2000

 November 26, 2000

 Meeting was called to order at 9:00 AM

Members present: Clendenin, Lewis, Miller, Caldwell, Ulmes, Weiland, Campau.

 The committee reviewed new NATCA registered Voter pins and selected a new one.

 Bernie Campau joined the meeting.

 NATCA election guide for 2002:

The committee is looking for support and guidance from the national office.   The committee looking at the failure of the last election guide would like to see sufficient funding guaranteed and time frames set forth for the development and distribution.

 Ruth Marlin is requesting a timeline submitted by October 2001.

 Steve Fletcher joined the meeting.

 FACREP Training:

NLC will continue to send a member to facrep training all expenses will be paid by the training department except airfare. The NLC will pay airfare. Alan will meet with Greg Llafet to prepare for the FACREP classes. The NLC will attempt to obtain “train the trainer” training in February in preparation for the FACREP classes and will develop a standardized course for presentation.

 2001 Budget:

The committee reviewed and discussed the NATCA in Washington and NLC 2001 budget.

All Regional Legislative Committee meetings:

We will attempt to schedule this meeting in DC in the September time frame. The goal is to be in place for a last minute strike to lobby Congress.

2001 NLC meeting dates and locations:

The first three for the year will be in DC with associated political events and Lobbyweek. For the fourth meeting we will attempt to go to the west coast for benefit of the west coast members who always have to travel east.

Travel on the 18th depart on the 22nd.  

2nd Quarter meeting

Vouchering:

The committee reviewed proper procedures for filing a voucher, allowable amounts for food, and the fact that committee chair is the only one with signature authority for committee members expenses. The committee was advised of the requirement to review any questionable expenses with committee chair prior to spending the monies. Time frame for vouchering actual expenses is 30 days.

NLC strategy for the election impact on NATCA:

We agree for a need to develop a strategy in concert with Legislative Affairs, to protect NATCA’s interest with a strong anti-labor Congress and Whitehouse.

NATCA in Washington 2001:

Alan Clendenin, will take team lead. Rich Ulmes, Dave Caldwell, will serve as team members and Steve Fletcher as schedule allows. Alan will let committee know when first meeting will be. (December or January).

PAC:

Alan passed out PAC member list for each region. PAC is over $1 million for an election cycle. NLC members reviewed the list for accuracy. Alan challenged us to come up with action plan to increase PAC members in facilities with low membership or contributions.

Privatization:

The Committee believes that it would be NATCA’s best interest to take a snap shot of the new congress.  To best utilize this information in our NATCA in Washington preplanning it should be completed prior to February 1st.  The committee requests that the NATCA legislative affairs department develop a questionnaire to be sent to every House and Senate member.  The purpose of the questionnaire, would be to gain as much information about each members position on issues impacting NATCA bargaining unit members, those issues include retirement, privatization, and contracting. 

The National Legislative Committee is requesting the basic framework of these questions be laid prior to our meeting in January.  We are also requesting the possible input or assistance of the Communications department in developing a professional layout of the questionnaire.

Retirement:

NATCA needs to pursue the introduction of legislation for the enhancement of retirement prior to NIW 2001.

Grassroots:

The National Legislative Committee reviewed the paper on Grassroots Legislation submitted by Peter Nesbit. John Fitzgerald will incorporate Peter’s ideas into NATCA’s legislative training programs.
